Paul G. Jenner Associates, an independent Title 5 inspection firm, is now offering broader environmental consulting services to homeowners and business owners who confront a Title 5 dilemma. The company will now assist with the resourcing of reputable vendors and the most streamlined pricing to solve simple as well as complex Title 5 problems. Title 5 is the legislation requiring all properties to pass a rigid, septic system inspection before being sold. 

Often when a septic system fails a Title 5 inspection, the property owner panics or fears the worst. Now Paul G. Jenner Associates works directly with the property owner to review cost-effective approaches to resolving the specific aspect of the Title 5 failure. Often times the problem is limited to only a portion of the septic system and can be repaired inexpensively. 

The new consulting service includes: 
           If a simple problem, arrange for repair of segments of the failed septic system
           If a more complex situation, help obtain an experienced engineer
           Obtains competitive bids for contractors
           Review all plans and work to ensure complete satisfaction

"Don't panic. This doesn't have to ruin your life," noted Paul Jenner. He added, "An objective environmental consultant can walk you through assesment of the failure. It could be a minor part. If needed, we can assist with resourcing a reasonably priced engineer and contractor. And make sure the work is performed properly."

Low Interest Loans Save Title 5 Victims
The state now offers low interest loans to help the traumatized home owner. The Massachusetts Housing Finance Agency (MHFA) and the Federal Farmers Home Administration (FFHA) are involved with these programs. Additionally, legislation is pending for a $2,500 septic system repair tax credit per homeowner. Many cities and towns either have in place or are working to establish "betterment" loan programs.

"Independent" Approach Focuses on Customer Satisfaction
Paul Jenner, company president and twenty-year veteran of the environmental consulting field, formed Paul G. Jenner Associates in 1995 as an independent source to assist residential and commercial property owners in complying with new Title 5 regulations. Unique to the industry, Jenner performs inspections and consulting only. Other Title 5 inspection companies have competing interests such as septic pumping, contracting, engineering or general home inspection. Jenner and associates consider themselves advocates of their clients and assist in getting the systems approved.

"We are independent environmental consultants with no incentive but our client's best interests," said Jenner. He added, "Although we have no affiliation with engineers or construction teams, we can provide recommendations if needed. When a system needs repair, we will advise of the least costly, yet permanent solution."

"There is confusion regarding Title 5 regulations and what makes a system pass or fail," Jenner continued, "We work closely with local authorities, the homeowner, and the real estate broker to eliminat uncertainties associated with the inspection process."

Voluntary Assessment
As an example, Jenner noted that his firm offers a 'Voluntary Assessment' inspection, where results are not required to be automatically reported to the local Board of Health. "A voluntary assessment will what deficiencies exist. If repairs are needed, we can direct clients toward reliable septic repair companies, which enables the homeowner to correct the problem prior to an official Title 5 inspection."

Title 5 Process
Jenner Associates is state-certified to perform Title 5 inspections. The process includes:
(1) Detailed explanation of Title 5 process;
(2) A step-by-step, on site inspection of the property's septic system;
(3) An in-person explanation of the findings of the inspection; and
(4) Consultation on what steps, if any, are needed to repair the system.
